Azerbaijan Government Scholarship 2025–2026 | Fully Funded
Applications are now being accepted for the Azerbaijan Government Scholarship 2025–26, launched in memory of Heydar Aliyev, the national leader of Azerbaijan. This international scholarship initiative is jointly organized by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan.
This fully funded scholarship offers international students a chance to study at leading universities across Azerbaijan in preparatory courses, bachelor’s, master’s, PhD, and medical residency programs. Approximately 100 scholarships are available for the academic year 2025–2026, and there is no application fee to apply.

Scholarship Duration by Program
- Bachelor’s Degree: 4–5 years
- General Medicine: 5–6 years
- Master’s Degree: 1.5–2 years

Who Can Apply?
- Eligibility: Open to all nationalities except Azerbaijani citizens
- Age Requirements (as of 15 September 2025):
- Undergraduate / General Medicine: under 35 years
- Graduate / Residency: under 40 years
- Doctoral Programs: under 45 years
- Candidates must not be current or former citizens of Azerbaijan.

Application Process (Step-by-Step)
- Do Not Apply Individually Online. Wait for the announcement from your country’s official nominating bodies (e.g., Ministry of Education, Embassy).
- Submit your application documents to these authorities according to their local process.
- Shortlisted candidates will be officially nominated by the authorities of their home country.
- Nominated applicants will then proceed to register and apply through the SIACAS (Study in Azerbaijan Centralized Admission System).
- Note: Only applicants nominated through official channels will be considered.
